The aims of this study were to identify internal and external factors which become strenghts, weakness, opportunities, and threat then formulate the business development strategy of Cupang ornamental fish. The Type of research was non-experimental with qualitative methods. The Snowball sampling technique was used . Methods of data analysis were using qualitative methods and SWOT matrix analysis. The results showed by SWOT matrix analysis, priority strategies those could be applied in the business of Cupang ornamental fish were The retainning quality and deversity of Cupang fish, Determine the appropriate prices, Maintain good relationships with the customers, Increase the promotion as the informations to the community to satisfy customers.
